Belgium terror attacks: EU Interior and Justice Ministers to meet in Brussels
European Union Interior and Justice Ministers will hold a crisis meeting today in Brussels following the militant attacks that killed 35 people in the Belgian capital. Netherlands, which currently holds the EU rotating presidency, announced this yesterday. The meeting is crucial amid news reports, which reveals that Islamic State has allegedly trained at least 400 fighters to target Europe in a series of terrorist attacks. Security officials said, the IS terrorist group has a number of semi-autonomous cells spread across Europe. The warning comes from a number of European and Iraqi intelligence officials, as well as a French lawmaker familiar with jihadi networks.
Meanwhile, Turkey said it had detained and then deported Ibrahim El Bakraoui, one of the two suicide bombers at Brussels airport. He accused the Belgian authorities of failing to confirm his links to terror. President Recep Tayyip Erdogan yesterday said Turkish authorities detained the attacker in June last year in Gaziantep, close to the Syrian border, and then deported the foreign terrorist fighter to the Netherlands at his request. An official informed that Belgian consular authorities were formally notified of his deportation on July 14, 2015, adding that he was then released by the Belgian authorities, without giving a timeframe.

US Providing Over $240m In Development Assistance In Northeast Nigeria
The United States says it is currently providing over $240M in development and humanitarian assistance through comprehensive programs in north eastern Nigeria and the broader Lake Chad Basin region.
This is according to the Director of the United States International Agency For Development (USAID) Mission in Nigeria, Michael Harvey, who is in Maiduguri, the capital of Borno State, on an assessment tour.
He said the tour was to obtain first-hand information on the spending of sister donor agencies operating in war-torn northeast Nigeria and funded by USAID.
The insurgency problem in northeast Nigeria has forced millions of citizens out of their homes with school-age kids kept out of their classes, a situation that had made the USAID intensify its intervention programmes in the affected areas.
The Director of the USAID said the intervention programmes were targeted at Internally Displaced Persons in Borno, Adamawa, Gombe, Bauchi, Taraba and Yobe States.
USAID believes the task of addressing the many issues families in the displaced people’s camps as well as those in the host community are dealing with is overwhelming.
The victims of insurgency in Bakassi, originally from Gwoza Local Council in Borno State are the first to host the team.
They complained of poor living conditions and feeding, which they said had led to malnutrition and other illnesses.
“We need water and drugs and the weather is very harsh here because there are no trees. The sun disturbs us a lot,” one of the displaced persons, Hauwa Bello, told the group.
Part of the intervention plans of the USAID is to identify and empower displaced families preparing them for their return home.
The USAID also encouraged informal community schools assuring them of its willingness to partner with relevant authorities to give as many kids as possible unlimited access to education.
The region had seen over six years of insurgency and terror attacks mostly carried out by members of Boko Haram terrorist group.

US Election 2016: Clinton condemns Trump's plans for Nato
Democratic front-runner Hillary Clinton rebuked Republicans and defended Nato in a counter-terrorism speech after deadly attacks in Brussels.
Her comments contrasted sharply with her Republican counterparts, namely Donald Trump, who has suggested scaling back US commitments to Nato.
Mrs Clinton said the US should consult more deeply with Arab partners and stand with Europe in its time of need.
"Our European allies stood with us on 9/11. It's time to return the favour."

"Our European allies stood with us on 9/11. It's time to return the favour."
America should not turn its back on its allies, she said during remarks at Stanford University in California, and insulting them is not a good way to fight terrorism.
She addressed Mr Trump's calls to reinstate the use of torture and water boarding to glean information from those accused of terrorism.
"I am proud to have been part of an administration that outlawed torture," the former secretary of state said.

PDP MLAs to meet in Srinagar today to discuss govt formation in J&K
In Jammu and Kashmir, Peoples Democratic Party (PDP) MLAs will meet in Srinagar today to discuss the future course of action regarding the formation of a new government in the state. They will also deliberate upon the continuance of the PDP's alliance with BJP and PDP Chief Mehbooba Mufti's meeting with Prime Minister Narendra Modi in New Delhi on Tuesday. The PDP Chief called the legislature party meeting after her talks with Prime Minister. Soon after the meeting, Ms. Mufti had said that she would take a final decision regarding the government formation and PDP-BJP alliance after consulting her party MLAs. Describing her meeting with Mr Modi as positive, the PDP Chief had had expressed satisfaction about its outcome.

AIR correspondent reports, After Tuesday’s meeting, Mehbooba Mufti sought to give impression that Prime Minister cleared her dilemma over various issues confronting J&K. However, the criticism of the main opposition National Conference, Congress and other political parties charging PDP of backtracking and misleading people of the State, would hang on PDP’s mind before taking final call on the government formation. BJP said it was committed to the implementation of already agreed Agenda of Alliance. PDP is yet to come up with the reaction to the allegations of opposition parties. Mehbooba Mufti's predicament would be how it will explain its position on the issue of time bound implementation of State specific CBMs that it was talking for the past two and a half months before going ahead with the alliance with BJP.
State Governor NN Vohra has called separate meetings with PDP Chief and BJP State Unit President tomorrow.
Meanwhile, BJP has clarified that it has not accepted any new condition from PDP for the formation of a new government in the state. Talking to media persons in New Delhi, party General Secretary Ram Madhav said during her meeting with the Prime Minister, the PDP Chief did not raise any demand.

Nigeria exports 328,897mbs of crude in four years - NEITI
TVC NEWS (ABUJA) - The Federal Government of Nigeria exported a total of 328, 897 million barrels of crude oil in the last four years, the Nigerian Extractive Industrial Transparency Initiative (NEITI) has said.
The agency, in a paper titled: ‘’NNPC offshore processing and swap arrangements: Revenue loss to the nation’’ obtained at the weekend, showed that the Federal Government allocated 655,235million barrels of crude during the period under review, of which it exported 328, 897 million barrels to generate revenues for the country.
The paper, which gives an account of the number of volumes of crude oil allocated per year, volumes delivered to the refineries for processing into petrol, kerosene, diesel and other finished products, volumes supplied for offshore processing, and those exchanged between Nigeria and her partners abroad, said the government supplied 134, 387 million barrels of crude oil to the refineries during the period.
In the paper presented by former NEITI Acting Executive Secretary, Dr Orji Ogbonaya Orji, the government allocated more crude oil for exports since it derives more than 70 per cent of its earnings from oil exports.
Giving a breakdown of crude oil dealings during the period under review, NEITI said the country allocated 161,914 million of crude oil in 2009; 166, 523millions in 2010; 164,455million in 2011; and 162,343millions in 2012.
It said the government exported 142, 500 million barrels of crude oil in 2009; 97, 792 million barrels in 2010; 39, 341 million barrels in 2011 and 49, 215 million barrels in 2012.
The paper said the government delivered 19, 363 million barrels to the refineries in 2009; 34, 703 million barrels in 2010; 48, 394 million barrels in 2011 and 34, 927 million barrels in 2012.
Others include crude oil offshore processing-27,556 million barrels of crude oil in 2010; 26, 688 million barrels of crude oil 2011; and 22, 755 million barrels of crude oil in 2012.
Also, the paper recalled that the idea of swapping crude oil for refined products began in the mid 80s, adding that the idea was introduced to enable NNPC access funds to meet its obligations in the Joint Venture Agreements (JVAs)

The Flydubai boeing 737-800, coming from Dubai, missed the runway as it attempted to land on Saturday morning.
The BBC reported that the cause the crash is not clear, but poor visibility and high winds are being considered as a factor.
Reports said that the plane abandoned its initial attempt to land and circled for two hours before crashing at the second attempt.
A search is under way for the plane’s flight recorders and an investigation has been opened into the cause of the crash.
Other flights have been diverted away from the airport.

The Australian government says it will hold an early election in July if the Senate fails to pass two labour
This comes after the Senate rejected the bills that aimed to re-establish a construction industry watchdog and regulate how unions are managed.
Australia’s Prime Minister, Malcolm Turnbull, has now asked the Governor-General to recall both houses of parliament on April 19 to deal with the measures.
Failure to pass the laws, according to the PM, would provide a double dissolution election trigger.
Mr Turnbull is also bringing the government’s budget announcement forward to May 3.
According to BBC, the Prime Minister said: “The time has come for the Senate to recognise its responsibilities and help advance our economic plans, rather than standing in the way.
“This was the fifth review the bills have undergone,” he said, insisting that “the time for playing games is over”.
CPC Orders MTN To Pay 1.85m Naira To Promo Winner
The order of the Consumer Protection Council (CPC) came on the heels of a complaint brought by Mr Omeje Fidelis against the mobile telecommunications giant that he had been underpaid after he was declared winner of two million Naira in the said sales promotion held in 2012.
According to Omeje, he participated in the promo and was called through MTN line 180 on October 10, 2012, that he had won two million Naira in the Ultimate Wonder Promo and that on October 12 of the same year, he got a text message informing him of the presentation ceremony fixed for October 19 at the Nicon Luxury Hotel in Abuja, Nigeria’s capital.
The complainant asserted that during the said ceremony, he was presented with a dummy cheque of two million Naira with his name on it while he was interviewed as well as paraded before the media and the world as a winner of the said amount.
He recounted further that he was stunned to receive another call from MTN line 180 on November 2, 2012 that his winning was 150,000 Naira and was thereafter, given a Verve ATM card for that amount.
In its response to the Council’s intervention, MTN denied the claim of Omeje, saying that he was from the on-set informed that his winning was 150,000 Naira and that the complainant deceitfully presented himself when winners in the two million Naira category were called forward on the day of the prize presentation.
The company stated further that Omeje’s antics were discovered at the verification of winners, which was done after the ceremony and he was thereafter, contacted through its 180 line on his misrepresentation pursuant to which he apologised.
But the CPC demanded for the call data of the communications of October 10, 2012, when Omeje was informed of his winnings of 150,000 Naira but MTN failed, refused and neglected to comply with the request made both in 2012 and 2016.
In its orders, the Council frowned at the consistent refusal of MTN to provide “the call data records evidencing details of communication with the complainant”, declaring that “in the absence of this material evidence, which is solely in the possession of the respondent, the CPC must resolve the issue in favour of the complainant”.
It further declared that “the process of the MTN Ultimate Wonder Promotion whereby the verification exercise was conducted after winners were identified, declared and winnings presented publicly is grossly flawed, lacking in transparency, inequitable and apparently calculated to deceive consumers”.
The CPC, on the strength of these observations, directed the MTN to pay within 14 days of receipt of its order, the sum of 1,850,000 Naira “Being the unpaid part of the two million Naira prize won by the complainant in the 2012 MTN Ultimate Wonder Promotion”.
Commenting on the issue, the Council’s Director General, Mrs Dupe Atoki, reaffirmed the obligation of businesses to desist from promos that are not honest, transparent, equitable and faithful or designed to deceive consumers.

Buhari, Oil Workers Meet To Tackle Petrol Scarcity
Briefing reporters after the meeting on Wednesday, the Minister of State for Petroleum Resources, Dr. Ibe Kachikwu, said the meeting reviewed the oil industry and looked at how to end the petrol scarcity.
He said that the President, who had headed the sector before, shared some of his thoughts and possible solutions to the challenges.
Dr Kachikwu told reporters that the government was looking to see how it could get foreign exchange input to help in cushioning the crisis of petroleum supply.
“The President and I discussed extensively this morning and we talked about how to allocate more crude because His Excellency will rather have less crude, but having individuals in the society not suffer than have more crude and have them continue to suffer.
“We are going to put a new model to enable us increase the pace and actually get measures, as part of the crude that we are entitled to, to apply some of those to bringing in more product so that the role of the NNPC will go back to what it has the capacity to do.
“If we do that, I will expect that over the next two months we should see quite frankly, an elimination of this,” he explained, referring to the petrol scarcity currently being experienced across the oil-rich nation.
“Make Nigerians Smile Again”
He further said that the government’s strategy in tackling the shortfall of supply was to reserve some refined products.
“Whatever is produced in the refinery will not go for sale. We are going to put that into strategic reserve.
“The key problem here is, because there is no reserve, anytime there is a gap in supply it hits us,” he stated.
The President is said to have tasked the workers in the oil sector to be agents of change and to ensure they take change on its head and make it happen.
The National President of Nigeria Union of Petroleum and Natural Gas (NUPENG), Igwe Aghaeze, said they discussed the issue of the petrol scarcity and the Petroleum Industry Bill at the meeting.
“We discussed how the oil sector will bounce back economically and make Nigerians smile again.
“Keenly we talked much more on the issues of the corruption in the oil and gas sector vis-a-vis the product allocations which we (NUPENG and PENGASSAN) are trying to do together.
He said that the President assured the unions that they would be part of the restructuring that would be made to address the issues and ensure that scarcity is out of Nigeria’s fuel service stations.
On his part, the President of Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN), Olabode Johnson, also recognised the fact that the President was not new in the sector and expressed optimism that he was capable of introducing the magic wand that would change the ugly situation.
Nigerians will be watching and waiting to see the queues disappear completely in a country said to be one of the biggest oil producers in the world.
It is only then that they will believe that the meeting had a fruitful deliberation.

Skye Bank’s CEO advocates investment in manufacturing
He spoke during a ‘Roundtable session on the Manufacturing outlook for 2016’ organised by the Dr. Biodun Adedipe led BAA Associates in Lagos.
Oguntayo, who was Lead panelist at the roundtable; said he has identified three sectors that are critical to the success of the economic diversification agenda of the government in view of the dwindling oil prices, low GDP growth, and rising unemployment in the country.
He said hitherto, the manufacturing sector contributed 10 per cent of Gross Domestic Product before the advent of oil boom of the 1970s, but lamented Nigeria’s overdependence on oil export and earnings from the 1990s to date.
He said the over dependence on oil resulted in the neglect of the manufacturing sector; just as low investment in public goods and infrastructure led to the decline in manufacturing activities.
Noting that commercial banks were not structured to provide long term funding but bridge finance, he said the Bank of Industry and NEXIM Bank should be strengthened to provide long term funding for manufacturers

BBM finally released on Android, iPhone
The company said in a blog post that the free BBM apps will start showing up in Google Play, Apple App Store and some Samsung App Stores.
In order to make sure all goes smoothly, you’ll need to line up for a spot by visiting BBM.com from your phone’s browser and entering your information. You’ll get an email when your turn comes up.
If you have already signed up at bbm.com you should be able to start using the app immediately.
Last month, the company paused the rollout of the apps after an unreleased version of the Android app was posted online. About a million Android users jumped in within seven hours to grab that version, which the company pulled back.
In May, the struggling Canadian firm announced that it would be rolling out BBM, perhaps the company’s most popular service, to other mobile platforms. It had been exclusive to BlackBerry smartphones. The service features BBM Chat for instant messaging with other users. Additionally, each user has a unique PIN, so you don’t have to give out your phone number to use the service – a privacy feature.
The company has slashed 4,500 jobs in a last-ditch move to recharge itself. It has so far failed to invigorate its business despite unveiling a new smartphone line and software in January. The company is now an acquisition target

Apple Leak Confirms Massive New iPhone 7

Question: How many new iPhone models does Apple release each year? It used to be one, then two when Apple launched the iPhone 6 and iPhone 6 Plus. Well now in 2016 it is going to be four…
Looking to consolidate his reputation as “the best Apple analyst on the planet”, KGI Securities’ Ming-Chi Kuo is at it again. In a research note obtained by MacRumors Kuo has reaffirmed that Apple will indeed release three models of the iPhone 7 this year in addition to the imminent 4-inch ‘iPhone SE’.
Consequently the three iPhone 7 models will be the 4.7-inch iPhone 7, 5.5-inch iPhone 7 Plus and a new and even more premium model based around (already huge) Plus which some are dubbing the ‘iPhone 7 Pro’. What’s the difference between the Pro (I’ll go with the name for now) and the Plus? A groundbreaking camera.
In fact, I should say groundbreaking ‘cameras’ because Kuo says the iPhone 7 Pro will use a dual-lens camera system created by LinX, an imaging specialist Apple purchased in 2015.
My fellow Forbes’ contributor Paul Monckton has already broken down LinX technology in detail, but the short version is it promises huge steps forward in speed and low light shots as well as the ability to incorporate a 2-3x optical zoom. The latter is potentially a major differentiator for Apple given the opportunity to build on the success of its ‘Shot on iPhone’ marketing campaign.

But why would Apple consider fragmenting its iPhone range just to put a better camera into a third iPhone 7 model? Why not equip all iPhone 7 models with the technology or, if it must be split, offer it in the Plus and not the standard iPhone 7? After all there’s a precedent there. The iPhone 6 and 6S already lag behind the iPhone 6/6S Plus cameras due to their lack of optical image stabilisation (OIS).
Kuo states the reason for making the third model simply comes down to supply constraints. Apple can’t produce the LinX camera modules in enough quantity so it will create a third smartphone just to get the technology to the market in more limited quantities.
And it is this last detail which, for me, raises questions.
Brilliance Or Madness?
Some may think a third super premium iPhone 7 is a great idea which allows Apple to cash in, but personally I think fragmenting the iPhone line is a bad idea and something Apple should avoid at all costs. With the iPhone SE, iPhone 7, iPhone 7 Plus (and potentially ongoing sales of the iPhone 5S) there’s already enough variety and an iPhone 7 Pro would only serve to confuse customers.

If it is the latter and Apple already knows its high volume, more conventional camera technology in the iPhone 7 and iPhone 7 Plus can’t match the Galaxy S7 then perhaps Apple feels it needs a limited edition flagship which can match or even surpasses Samsung’s efforts and become the posterchild for marketing.
Of course the other angle is Kuo is simply wrong. But given over the last 18 months he broke news of the radical 12-inch MacBook, iPad Pro (including launch), the shift to 4.7-inch and 5.5-inch screen sizes with the iPhone 6 and iPhone 6 Plus and nailed every major feature of the iPhone 6S four months ahead of its launch this seems unlikely.
As such I’ll be monitoring this very closely indeed…
