19:40:00
Democratic front-runner Hillary Clinton rebuked Republicans and defended Nato in a counter-terrorism speech after deadly attacks in Brussels.
Her comments contrasted sharply with her Republican counterparts, namely Donald Trump, who has suggested scaling back US commitments to Nato.
Mrs Clinton said the US should consult more deeply with Arab partners and stand with Europe in its time of need.
"Our European allies stood with us on 9/11. It's time to return the favour."

"Our European allies stood with us on 9/11. It's time to return the favour."
America should not turn its back on its allies, she said during remarks at Stanford University in California, and insulting them is not a good way to fight terrorism.
She addressed Mr Trump's calls to reinstate the use of torture and water boarding to glean information from those accused of terrorism.
"I am proud to have been part of an administration that outlawed torture," the former secretary of state said.

The deadly attacks in Brussels that killed more than 30 people are the "latest brutal reminder" that more must be one to defeat to so-called Islamic State (IS) militant group, she said.
The US and Europe should take a "harder look" at airport security protocols, and other "soft targets" that IS may attack.
Mrs Clinton also said proposal in Congress to make a national commission on encryption could help fight online radicalisation.

In Jammu and Kashmir, Peoples Democratic Party (PDP) MLAs will meet in Srinagar today to discuss the future course of action regarding the formation of a new government in the state. They will also deliberate upon the continuance of the PDP's alliance with BJP and PDP Chief Mehbooba Mufti's meeting with Prime Minister Narendra Modi in New Delhi on Tuesday. The PDP Chief called the legislature party meeting after her talks with Prime Minister. Soon after the meeting, Ms. Mufti had said that she would take a final decision regarding the government formation and PDP-BJP alliance after consulting her party MLAs. Describing her meeting with Mr Modi as positive, the PDP Chief had had expressed satisfaction about its outcome.

AIR correspondent reports, After Tuesday’s meeting, Mehbooba Mufti sought to give impression that Prime Minister cleared her dilemma over various issues confronting J&K. However, the criticism of the main opposition National Conference, Congress and other political parties charging PDP of backtracking and misleading people of the State, would hang on PDP’s mind before taking final call on the government formation. BJP said it was committed to the implementation of already agreed Agenda of Alliance. PDP is yet to come up with the reaction to the allegations of opposition parties. Mehbooba Mufti's predicament would be how it will explain its position on the issue of time bound implementation of State specific CBMs that it was talking for the past two and a half months before going ahead with the alliance with BJP.
State Governor NN Vohra has called separate meetings with PDP Chief and BJP State Unit President tomorrow.
Meanwhile, BJP has clarified that it has not accepted any new condition from PDP for the formation of a new government in the state. Talking to media persons in New Delhi, party General Secretary Ram Madhav said during her meeting with the Prime Minister, the PDP Chief did not raise any demand.

on
19:45:00
TVC NEWS (ABUJA) - The Federal Government of Nigeria exported a total of 328, 897 million barrels of crude oil in the last four years, the Nigerian Extractive Industrial Transparency Initiative (NEITI) has said.
The agency, in a paper titled: ‘’NNPC offshore processing and swap arrangements: Revenue loss to the nation’’ obtained at the weekend, showed that the Federal Government allocated 655,235million barrels of crude during the period under review, of which it exported 328, 897 million barrels to generate revenues for the country.
The paper, which gives an account of the number of volumes of crude oil allocated per year, volumes delivered to the refineries for processing into petrol, kerosene, diesel and other finished products, volumes supplied for offshore processing, and those exchanged between Nigeria and her partners abroad, said the government supplied 134, 387 million barrels of crude oil to the refineries during the period.
In the paper presented by former NEITI Acting Executive Secretary, Dr Orji Ogbonaya Orji, the government allocated more crude oil for exports since it derives more than 70 per cent of its earnings from oil exports.
Giving a breakdown of crude oil dealings during the period under review, NEITI said the country allocated 161,914 million of crude oil in 2009; 166, 523millions in 2010; 164,455million in 2011; and 162,343millions in 2012.
It said the government exported 142, 500 million barrels of crude oil in 2009; 97, 792 million barrels in 2010; 39, 341 million barrels in 2011 and 49, 215 million barrels in 2012.
The paper said the government delivered 19, 363 million barrels to the refineries in 2009; 34, 703 million barrels in 2010; 48, 394 million barrels in 2011 and 34, 927 million barrels in 2012.
Others include crude oil offshore processing-27,556 million barrels of crude oil in 2010; 26, 688 million barrels of crude oil 2011; and 22, 755 million barrels of crude oil in 2012.
Also, the paper recalled that the idea of swapping crude oil for refined products began in the mid 80s, adding that the idea was introduced to enable NNPC access funds to meet its obligations in the Joint Venture Agreements (JVAs)

The Australian government says it will hold an early election in July if the Senate fails to pass two labour
on
19:30:00
This comes after the Senate rejected the bills that aimed to re-establish a construction industry watchdog and regulate how unions are managed.
Australia’s Prime Minister, Malcolm Turnbull, has now asked the Governor-General to recall both houses of parliament on April 19 to deal with the measures.
Failure to pass the laws, according to the PM, would provide a double dissolution election trigger.
Mr Turnbull is also bringing the government’s budget announcement forward to May 3.
According to BBC, the Prime Minister said: “The time has come for the Senate to recognise its responsibilities and help advance our economic plans, rather than standing in the way.
“This was the fifth review the bills have undergone,” he said, insisting that “the time for playing games is over”.
CPC Orders MTN To Pay 1.85m Naira To Promo Winner
on
19:24:00
The order of the Consumer Protection Council (CPC) came on the heels of a complaint brought by Mr Omeje Fidelis against the mobile telecommunications giant that he had been underpaid after he was declared winner of two million Naira in the said sales promotion held in 2012.
According to Omeje, he participated in the promo and was called through MTN line 180 on October 10, 2012, that he had won two million Naira in the Ultimate Wonder Promo and that on October 12 of the same year, he got a text message informing him of the presentation ceremony fixed for October 19 at the Nicon Luxury Hotel in Abuja, Nigeria’s capital.
The complainant asserted that during the said ceremony, he was presented with a dummy cheque of two million Naira with his name on it while he was interviewed as well as paraded before the media and the world as a winner of the said amount.
He recounted further that he was stunned to receive another call from MTN line 180 on November 2, 2012 that his winning was 150,000 Naira and was thereafter, given a Verve ATM card for that amount.
In its response to the Council’s intervention, MTN denied the claim of Omeje, saying that he was from the on-set informed that his winning was 150,000 Naira and that the complainant deceitfully presented himself when winners in the two million Naira category were called forward on the day of the prize presentation.
The company stated further that Omeje’s antics were discovered at the verification of winners, which was done after the ceremony and he was thereafter, contacted through its 180 line on his misrepresentation pursuant to which he apologised.
But the CPC demanded for the call data of the communications of October 10, 2012, when Omeje was informed of his winnings of 150,000 Naira but MTN failed, refused and neglected to comply with the request made both in 2012 and 2016.
In its orders, the Council frowned at the consistent refusal of MTN to provide “the call data records evidencing details of communication with the complainant”, declaring that “in the absence of this material evidence, which is solely in the possession of the respondent, the CPC must resolve the issue in favour of the complainant”.
It further declared that “the process of the MTN Ultimate Wonder Promotion whereby the verification exercise was conducted after winners were identified, declared and winnings presented publicly is grossly flawed, lacking in transparency, inequitable and apparently calculated to deceive consumers”.
The CPC, on the strength of these observations, directed the MTN to pay within 14 days of receipt of its order, the sum of 1,850,000 Naira “Being the unpaid part of the two million Naira prize won by the complainant in the 2012 MTN Ultimate Wonder Promotion”.
Commenting on the issue, the Council’s Director General, Mrs Dupe Atoki, reaffirmed the obligation of businesses to desist from promos that are not honest, transparent, equitable and faithful or designed to deceive consumers.

Buhari, Oil Workers Meet To Tackle Petrol Scarcity
on
19:21:00
Briefing reporters after the meeting on Wednesday, the Minister of State for Petroleum Resources, Dr. Ibe Kachikwu, said the meeting reviewed the oil industry and looked at how to end the petrol scarcity.
He said that the President, who had headed the sector before, shared some of his thoughts and possible solutions to the challenges.
Dr Kachikwu told reporters that the government was looking to see how it could get foreign exchange input to help in cushioning the crisis of petroleum supply.
“The President and I discussed extensively this morning and we talked about how to allocate more crude because His Excellency will rather have less crude, but having individuals in the society not suffer than have more crude and have them continue to suffer.
“We are going to put a new model to enable us increase the pace and actually get measures, as part of the crude that we are entitled to, to apply some of those to bringing in more product so that the role of the NNPC will go back to what it has the capacity to do.
“If we do that, I will expect that over the next two months we should see quite frankly, an elimination of this,” he explained, referring to the petrol scarcity currently being experienced across the oil-rich nation.
“Make Nigerians Smile Again”
He further said that the government’s strategy in tackling the shortfall of supply was to reserve some refined products.
“Whatever is produced in the refinery will not go for sale. We are going to put that into strategic reserve.
“The key problem here is, because there is no reserve, anytime there is a gap in supply it hits us,” he stated.
The President is said to have tasked the workers in the oil sector to be agents of change and to ensure they take change on its head and make it happen.
The National President of Nigeria Union of Petroleum and Natural Gas (NUPENG), Igwe Aghaeze, said they discussed the issue of the petrol scarcity and the Petroleum Industry Bill at the meeting.
“We discussed how the oil sector will bounce back economically and make Nigerians smile again.
“Keenly we talked much more on the issues of the corruption in the oil and gas sector vis-a-vis the product allocations which we (NUPENG and PENGASSAN) are trying to do together.
He said that the President assured the unions that they would be part of the restructuring that would be made to address the issues and ensure that scarcity is out of Nigeria’s fuel service stations.
On his part, the President of Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN), Olabode Johnson, also recognised the fact that the President was not new in the sector and expressed optimism that he was capable of introducing the magic wand that would change the ugly situation.
Nigerians will be watching and waiting to see the queues disappear completely in a country said to be one of the biggest oil producers in the world.
It is only then that they will believe that the meeting had a fruitful deliberation.
